Romania’s Prime Minister Ilie Bolojan said on Tuesday that by the end of the week a decision will be taken on how to promote two legislative packages - one on local and central administration reform and another on economic recovery measures. He explained that the government may either adopt the bills by emergency ordinance or through the parliamentary process. The choice will depend on speed, the risk of later amendments and possible constitutional challenges. The reforms are part of preparing the 2026 budget and reducing the deficit target to 6.2‑6.3% of GDP. Bolojan noted that an emergency ordinance would bring the laws into force quickly but could be altered later, while the parliamentary route may take two to three weeks and could be contested by the Constitutional Court. The packages include spending cuts for administration and a set of measures to support companies, which the government plans to implement via subsequent government decisions. The Prime Minister said the most rapid method will be chosen after analysis.
