She warned that without justice the conflict will merely pause and return, and highlighted the twin threats of a conventional war in Ukraine and a hybrid information war aimed at subverting democracy. Sandu detailed Moldova’s experiences of electoral interference, energy pressure, corruption, cyber‑attacks and social‑media manipulation, all orchestrated by Russia‑backed actors. She called on the Council to act as a political guarantor of democratic values and international law, and pledged support for Armenia and Georgia facing similar hybrid pressures.
