The marriages were part of a well-organized system where women were often pressured to marry multiple times to help obtain more residence permits. The scheme involved relatives of the couples as witnesses, and the marriages took place in the presence of these witnesses. The false marriages deceived officials at the Ravenna City Hall who acted in good faith.
